PENZONE WAS AMONG MORE THAN A DOZEN COUNTY OFFICIALS SWORN IN TODAY INCLUDING ADRIAN FONTES THE NEW COUNTY RECORDER WHO DEFEATED LONG TIME INCUMBENT HELEN PURCELL. AFTER THE SWEARING IN CEREMONY, DENNY BARNEY TOOK OVER AS CHAIRMAN OF THE BOARD OF SUPERVISORS AND ADDRESSED THE LAWSUIT FILED YESTERDAY BY THE ARIZONA DIAMONDBACKS. THE TEAM IS SUING THE COUNTY TO BREAK ITS LEASE AT BANK-ONE CHASE FIELD.>>WE ARE DISAPPOINTED BY THE LAWSUITS DROPPED YESTERDAY. WE HAVE TO REMEMBER THAT THE DIAMOND BACKS ARE A GREAT ASSET TO THE COMMUNITY, THE DOWNTOWN AND THE STATE. TONIGHT, WE LOOK AT THE LEGISLATIVE PRIORITIES OF ARIZONA’S CITIES, TOWNS AND COUNTIES. JOINING US NOW IS THE MAYOR OF CHANDLER, JAY TIBSHRAENY AND LAKE HAVASU CITY MAYOR MARK NEXSEN. BEEN MAKING THE ROUNDS WITH THE NEW SPEAKER, THE NEW PRESIDENT OF THE SENATE. I HAVE HAD TWO MEETINGS WITH THE GOVERNOR. INITIALLY, WE ARE TRYING TO HAVE GOOD COMMUNICATION LINES OPEN. YOU GET INTO THE SESSION AND THERE’S ALWAYS A BILL OR TWO OR THREE OR FOUR OR FIVE THAT YOU HAVE PROBLEMS WITH. I WANT TO HAVE THE OPPORTUNITY TO SAY WE HAVE A PROBLEM WITH THIS OR LIKE THIS AND HAVE GOOD COMMUNICATION. NOT SURE WHAT THIS SESSION WILL HOLD, BUT I’M GOING TO REMAIN OPTIMISTIC. I THINK THERE IS AN OPPORTUNITY TO HAVE A GOOD SESSION. WE HAVE TO WORK HARD AND HOPEFULLY MINIMIZE BILLS THAT AFFECT OUR CORE PRINCIPLES.>>WHAT DO YOU EXPECT TO SEE OR HOPE TO SEE FROM THE LEGISLATURE?>>I THINK JAY’S RIGHT. WE WANT THE LINE OF COMMUNICATION. I WORK WITH THEM REGULARLY. IF SOMETHING COMES UP THAT YOU THINK IS GOING TO IMPACT OUR CONSTITUENTS, BECAUSE WE HAVE THE SAME CONSTITUENTS, LET’S TALK ABOUT IT AND FIGURE OUT A WAY WE CAN WORK THROUGH IT.>>FROM A RURAL PERSPECTIVE. YOU ARE OUT THERE IN LAKE HALVE SIOUX CITY. HOW DO YOU MAKE THIS WORK? YOU JUST DO. FROM OUR PERSPECTIVE, BEING IN A RURAL AREA, PARTICULARLY THE FACT THAT WE ARE FAIRLY REMOTE AS WE WERE TALKING ABOUT, NEXT TOWNS ARE PRETTY MUCH 60-MILES AWAY. WE HAVE TO RELY ON OURSELVES, BUT HAVING SAID THAT, WE PUT TOGETHER THE THREE CITIES TO FORM THE TRI CITY COUNCIL. WE ARE SPEAKING FOR THAT AREA IN ONE VOICE AND MAKE REGULAR VISITS TO THE LEGISLATURE.>>SENATE BILL 1847SB-1847, THIS IS A BIGGIE AS FAR AS CITIES AND TOWNS ARE CONCERNED. YOU WANT IT REPEALED. TELL US WHAT IT DOES AND WHY YOU ARE AGAINST IT?>>IT PASSED LAST YEAR AND WENT INTO EFFECT. IT’S BASICALLY ANYONE FROM THE LEGISLATURE CAN FILE A COMPLAINT AGAINST THE CITY IF THEY THINK THEY ARE VIOLATING THE LAW. THEY HAVE TO GO THROUGH A PROCESS, BUT IT CAN IMPACT AND TAKE YOUR STATE SHARE OF REVENUES AWAY WHICH IS A SIGNIFICANT AMOUNT OF MONEY. WE OPPOSED THE BILL BECAUSE THERE IS A MECHANISM IN PLACE. IF SOMEONE IS VIOLATING THE LAW YOU CAN GO THROUGH THE COURT SYSTEM WITH THEM. WE THINK THE BILL IS UNCONSTITUTIONAL, OVERREACHING AND UNNECESSARY. WE ARE IN LITIGATION FOR IT. THE CITY CHALLENGED WAS TUCSON ON THE GUN LAW THAT THEY HAVE. WE ARE OPTIMISTIC WE’LL GET THAT BILL OVERTURNED BY THE COURTS. THAT’S WHERE WE ARE AT RIGHT NOW. IT IS IN THE COURT.>>WE ARE TALKING 15% OF THE SHARED REVENUE WOULD BE AFFECTED FOR THE CITY OR TOWN FOUND IN VIOLATION. THE GOVERNOR — HE WAS EMPHATIC IN THE STATE OF THE STATE SPEECH, EMPHATIC THAT YOU CAN’T HAVE PATCHWORK LAWS IN VARIOUS CITIES AROUND THE STATE. DOES HE HAVE A POINT?>>HE DOES HAVE A POINT, BUT THIS ISN’T THE WAY TO HAMMER THE POINT. WE HAVE A MECHANISM. JAY’S RIGHT, WE HAVE A COURT SYSTEM. THIS IS SO OVERREACHING. IT ISN’T JUST A LEGISLATOR DEALING WITH HIS OR HER OWN CITY. IT COULD BE SOMEONE FROM LAKE HAVASU UPSET WITH WHAT IS GOING ON IN BIZ BY. WE CAN WORK THROUGH THE SYSTEM. WE WOULD LIKE TO SEE IT REPEALED.>>IT DOESN’T ALLOW FOR THOSE THAT WANT TO MAKE FRIVOLOUS CLAIMS AGAINST THE CITY, THEY CAN. THERE IS A WHOLE PROCESS THE CITY WOULD BE ON THE END OF. WE DON’T LIKE IT. YOU HAVE THE A.G. ACTING AS A JUDGE PRELIMINARILY. WE THINK THERE IS A LOT OF CONSTITUTIONAL ISSUES WITH IT. WE ARE GOING THROUGH THIS NOW WITH THE CITY OF TUCSON. WE HAVE JOINED THAT SUIT. WE ARE HOPING TO GET A REMEDY TO IT FROM THE COURTS.>>I KNOW THE LAWMAKERS THAT PUSH THIS THROUGH SAY THERE ARE PENALTIES NEEDED TO KEEP CITY FROM VIOLATING STATE LAW. WITH THAT IN MIND, THE IDEA THAT CITIES AND COUNTIES AND TOWNS ARE SUBDIVISIONS OF THE STATE, WHY IS THERE A DISCONNECT BETWEEN SOME LAWMAKERS AND CITIES AND TOWNS?>>PEOPLE WERE ASKING ME ABOUT THAT. THAT’S HISTORIC. THERE’S ALWAYS BEEN A THING. IS IT WORSE TODAY? MAYBE. 13 OR 14 YEARS AGO THERE WAS THAT. TALKING WITH PEOPLE THAT WERE THERE BEFORE I WAS, THEY HAD THE SAME ISSUE. YOU LOOK AT WHAT’S GOING ON NATIONALLY, SIMILAR TO ARIZONA WHERE LOCAL GOVERNMENTS AND STATE GOVERNMENTS ARE CLASHING OVER THE LEGISLATION. THAT’S LAST YEAR. WE ARE DEALING WITH LAST YEAR IN THE COURTS. I HAVE HAD THE DISCUSSION WITH THE GOVERNOR’S OFFICE. THE SPEAKER AND I TALKED ABOUT IT, SPEAKER COMING IN. WE’LL SEE WHERE THAT GOES. WE WANT TO FOCUS ON THIS YEAR AND WHAT WE CAN DO. WE HAVE A LOT OF COMMON GROUND WITH THE LEGISLATURE.>>I IMAGINE THAT INCLUDES ECONOMIC DEVELOPMENT. WHAT ARE YOU HOPING TO SEE FROM THE LEGISLATURE FROM A RURAL PERSPECTIVE?>>FROM A RURAL PERSPECTIVE, WHEN WE TALKED TO THE GOVERNOR TODAY, FOR INSTANCE, HE’S INTERESTED IN BRINGING ECONOMIC DEVELOPMENT TO ARIZONA AS A WHOLE, AS HE PUTS IT, HE’S AGNOSTIC WHERE IT LOCATES. FROM A RURAL PERSPECTIVE, WE HAVE A CHALLENGE IN LAKE HAVASU CITY BECAUSE WE DON’T HAVE MUCH OF A WORKFORCE. THE AVERAGE AGE IN THE CITY IS 53 YEAR OLD. THE AVERAGE AGE IN THE NATION IS 37. WE HAVE TO FIND A WAY TO DEAL WITH THAT. 68% OF OUR COMPANIES IN LAKE HAVASU CITIES HAVE FIVE OR FEWER EMPLOYEES AND WE ARE SHOWING THEM HOW TO EXPAND AND HIRE MORE PEOPLE.>>CHANDLER GROWING, A BIG TECH SECTOR DOWN THERE. HOW CAN THE LEGISLATURE HELP YOU ALONG WITH KEEPING BASIC SERVICES UP AND OPERATIONAL.>>THIS IS WHERE WE HAVE THE COMMON GROUND AND START THIS YEAR ON A GOOD TRACK. ECONOMIC DEVELOPMENT IS A GOOD THING. I THINK WE CAN WORK TOGETHER ON THAT, TRANSPORTATION AND MAKING SURE WE HAVE PROPER TRANSPORTATION FUNDING OR TALKING ABOUT HOW WE ADMINISTER AND GO AFTER PROJECTS. THERE ARE A LOT OF COMPANIES LEAVING CALIFORNIA. WE ARE PRIME TO GET THOSE COMPANIES. WE HAVE TO WORK TOGETHER. WE HOSTED SITE SELECTORS WHO WORK WITH CORPORATIONS THAT ARE RELOCATING FACILITIES, OR HEADQUARTERS. THEY TALKED ABOUT THINGS WE CAN DO, WE AS CITIES CAN DO AND WE AS THE STATE AND LEGISLATURE CAN DO. WE HAVE TO PARTNER. THE CITY AND STATE HAVE TO PARTNER TO BE SUCCESSFUL. I FEEL LIKE WE HAVE DONE WELL IN MY COMMUNITY WORKING WITH THE COMMERCE AND GOVERNOR’S OFFICE. WE HAVE BEEN ABLE TO SECURE THINGS BECAUSE WE ALL WORK TOGETHER. IF WE COLLABORATE THAT WAY, THAT’S A START. ECONOMIC DEVELOPMENT, CRITICAL. WE HAVE TO WORK TOGETHER. WE CAN DO IT. THEY CONTROL A LOT OF THOSE ISSUES.>>HOW ABOUT ADDITIONAL FINANCING TOOLS FOR THINGS LIKE INFRASTRUCTURE. I IMAGINE IT’S NEEDED IN LAKE HAVASU CITY LIKE EVERYWHERE ELSE.>>ABSOLUTELY. WE LIKE TO SEE THE REVENUE RESTORED. IT’S A SIGNIFICANT PORTION OF THE MONEY WE HAVE AVAILABLE TO MAINTAIN OUR ROADS.>>EXPLAIN QUICKLY WHAT HAPPENED TO THE FUNDS?>>FOR THE MOST PART, THEY HAVE BEEN SWEPT TO BALANCE BUDGETS AT THE STATE LEVEL. WHILE WE UNDERSTAND THAT, THE STATE IS GETTING — IS BETTER OFF IN THE ECONOMY. WE WOULD LIKE TO SEE SOME OF THOSE FUNDS RESTORED TO WHERE THEY BELONG.>>THOSE ARE THE HER FUNDS AND OTHER FINANCING TOOLS AS WELL.>>THE HERF AND STATE HIGHWAY FUNDS, ABOUT A BILLION DOLLARS HAS BEEN SWEPT. I WAS THERE FOR PART OF THAT TIME. WE HAVE TO HAVE WEAN OURSELVES AWAY FROM THE SWEEPS BECAUSE WE HAVE TO PUT MONEY INTO TRANSPORTATION. ONE THING WE HEARD LOUD AND CLEAR WHEN WE TALKED TO THE FOLKS LOCATING THEIR STRUCTURE HERE. THEY TALKED ABOUT QUALITY OF LIFE AND TRANSPORTATION. THE TRANSPORTATION SWEEPS, IF WE CAN MINIMIZE THOSE AND PUT THOSE INTO THE ROADS, HERE WE HAVE BEEN ABLE TO FUND THE ROADS, BUT THE RURAL AREAS DON’T HAVE THAT ABILITY. THAT’S GOING TO HELP OUR CURRENT RESIDENT AND THE BUSINESSES THAT SAY I HAVE TO SEE THAT YOU ARE INVESTING IN TRANSPORTATION.>>ECONOMIC DEVELOPMENT YOU ARE OPTIMISTIC ON THAT. INFRASTRUCTURE FOR TRANSPORTATION, ARE YOU OPTIMISTIC ON THAT?>>WE ARE ALWAYS OPTIMISTIC. I AM. THEY ARE MOTIVATED BY AGENDA, MONEY. THEY MAKE MONEY ON THE CLICKS. THEY ARE NOT THINKING, HAVE I VERIFIED THIS? IS IT TRUE? THEY ARE THINKING, CAN I GET YOU TO READ THAT ALIENS INVADED THE EARTH.>>YOU ARE ONLY GOING TO GET ME TO CLICK IT IF I HAVE A REASONABLE EXPECTATION OF ACCURACY HERE, OR ARE YOU SAYING THAT DOESN’T EXIST? PEOPLE SEE A HEADLINE OUT OF FACEBOOK AND THEY ARE GONE?>>SOCIAL MEDIA EXACERBATED THE ISSUE. A FRIEND FORWARDS IT TO YOU AND THAT GIVES IT A CERTAIN VALIDITY. IF PHIL SENT IT TO ME, MAYBE IT’S TRUE. THAT’S ACCELERATED THE ISSUE.>>IF I SEE IT IN THE ARIZONA REPUBLIC, WE ARE TALKING SOMETHING HERE. IF I SEE IT IN THE DAILY WAZOO, WHATEVER — SHOULDN’T YOU — IS THAT THE PROBLEM, THERE IS NO DISCRIMINATION ANYMORE?>>WE HAVE A LARGE SEGMENT OF AMERICANS THAT LACK CRITICAL THINKING SKILLS. THEY ARE NOT DISCERNING. THINK OF ONE OF THE MOST POPULAR NEWS CYCLES THIS ELECTION CYCLE THE DEMOCRATS WERE GOING TO DO A STRIKE ON THE ELECTION SYSTEM TO SHUT DOWN VOTING. IF YOU BELIEVE THAT, THIS ISN’T A MEDIA PROBLEM, IT’S A CRITICAL THINKING PROBLEM.>>IT’S A POLARIZED ELECTORAL SYSTEM, RIGHT?>>THERE IS AN EFFORT TO SWAY OPINION WITH THIS AS WELL. AS JULIA NOTED, THERE ARE A LOT OF PEOPLE DOING IT TO MAKE MONEY. THEY ARE DOING IT FOR CLICKS. THEY DON’T CARE HOW YOU VOTE. THERE ARE PEOPLE THAT CARE ABOUT YOUR VOTE. IN WESTERN EUROPE, THERE ARE ALTRUIST ACTORS PUTTING THIS STUFF OUT TRYING TO SWAY THE ELECTORATE. THE GOVERNMENT IS RESPONDING TO THAT NOW.>>ANYONE THAT WANTS TO READ ABOUT A SEVEN HEADED BABY FROM MARS CAN HAVE A GREAT TIME ABOUT IT. WHEN YOU ARE TALKING ABOUT A GUNMAN THAT ADDRESSES WHAT HE THOUGHT WAS THE CLINTON’S RUNNING A NEFARIOUS OPERATION IN THE BACK ROOM OF WASHINGTON — THESE PEOPLE BELIEVE THIS. WHAT’S GOING ON OUT THERE?>>THERE IS A BIGGER ISSUE THAT GOES TO THE MEDIA CREDIBILITY ISSUE. I WISH THEY WOULD SAY IF IT’S IN THE ARIZONA REPUBLIC OR NEW YORK TIMES, I BELIEVE IT. THE REALITY IS, THAT’S NO LONGER TRUE.>>WHY IS IT NO LONGER TRUE?>>I THINK THERE IS A COUPLE OF REASONS. THERE IS A BIAS IN INSTITUTIONS. THEY ARE AT RECORD LOWS INCLUDING THE MEDIA. I THINK THE MEDIA ALSO HAS TO GET ITS HOUSE IN ORDER. WE HAVE DONE A LOT OF THINGS TO DISENFRANCHISE HUGE PARTS OF OUR COMMUNITIES. THE CONSERVATIVE PARTS OF THE COUNTRY, THE RURAL PARTS OF THE COUNTRY DON’T BELIEVE US ANYMORE. WE HAVE TO GET OUR HOUSE IN ORDER TO FIX THAT.>>WHY DON’T THOSE AREAS, ARIZONA INCLUDED, BELIEVE IN THE MAINSTREAM MEDIA ANYMORE?>>THE DISTRUST IN THE MEDIA IS NOTHING NEW. THAT’S BEEN AROUND A LONG TIME. AS A CONSERVATIVE ANDREPUBLICAN, I’M FROM THE CONSERVATIVE SIDE OF MEDIA, SO I CAN SAY THAT, BUT I HAVE SEEN BIAS FOR MANY YEARS. REPUBLICANS NOTICED IT A LONG, LONG TIME. IT’S NOTHING NEW, BUT AS A CONSERVATIVE I’M ABLE TO DISCERN BETWEEN THE NEW YORK TIMES AND A GOOFY E-MAIL I GOT FROM A LOST UNCLE THAT THINKS THERE ARE LITTLE MEN ON MARS. I CAN UNDERSTAND THAT THERE IS GREATER VALIDITY TO WHAT A PROFESSIONAL NEWS AGENCY WITH STANDARDS WOULD PUT OUT. PEOPLE DISTRUST THE MEDIA. I DON’T THINK THAT’S A BAD THING TO DISTRUST MAINSTREAM MEDIA. I THINK YOU SHOULD DISTRUST EVERYTHING THEY PUT OUT. TRUST NO ONE. FIND AND FERRET OUT THE TRUTH, BUT GO TO A LOT OF SOURCES UNTIL YOU FEEL LIKE YOU FOUND TRUTH.>>YET, AS A CONSERVATIVE REPUBLICAN, YOU HAVE DONALD TRUMP SAYING MAINSTREAM MEDIA IS FAKE. RUSH LIMBAUGH IS SAYING THE MAINSTREAM MEDIA, DRIVE BY MEDIA, WHATEVER HE CALLS IT, IS MAKING STUFF UP. A LOT OF PEOPLE BELIEVE THAT. WHETHER IT’S TRUE OR NOT, I HOPE PAPERS OF RECORD ARE NOT MAKING THINGS UP.>>I HAVE BEEN IN THE BUSINESS LONG ENOUGH. IT IS A BUSINESS THAT TENDS TO SWING LEFT. IT ATTRACTS MORE LIBERALS AND CONSERVATIVES, IT ALWAYS HAS. WHERE THERE ARE PROFESSIONAL STANDARDS, THERE IS AN EFFORT TO TRY TO GET TO THE TRUTH. WE MAKE MISTAKES. WE DO IT ALL THE TIME. WE DO MAKE MISTAKES, SOMETIMES OUR JUDGMENT IS OFF, BUT EVERYDAY WE ARE TRYING TO AIM FORWARD.>>A MISTAKE SEEMS DIFFERENT TO ME THAN FAKE NEWS OR FABRICATED STORIES. AM I OFF BASE THERE?>>I THINK THERE ARE SEVERAL PROBLEMS THAT MAINSTREAM MEDIA — AS PHIL NOTES, IT’S BEEN GOING ON 20 YEARS, THE BIAS ISSUES ARE NOTHING NEW. THERE ARE ISSUES THAT NEED ADDRESSED. ONE OF THEM, WE’LL PROBABLY DISAGREE ON THIS, PHIL. I THINK NEWSPAPERS TRYING TO SAY WE ARE OBJECTIVE AND THEN ENDORSING CANDIDATES IS A PROBLEM. PEOPLE DON’T UNDERSTAND IT. I WAS THE EDITOR OF THE NEWSPAPER AND WE STOPPED DOING ENDORSEMENTS IN 2009. WE WANTED TO BE OBJECTIVE AND NONPARTISAN AND OUR READERS DIDN’T THINK WE COULD DO THAT AND ENDORSE. IF YOU WANT TO BE LIKE THE PAPERS IN BRITAIN AND SAY YOU ARE THE GUARDIAN. WE HAVE AN AGENDA. THAT’S EVERYWHERE, GREAT. IF THAT YOU SAY WE ARE STRAIGHT DOWN THE MIDDLE, IT’S TOUGH TO ENDORSE.>>PEOPLE AREN’T BUYING THE FACT THAT THE MAINSTREAM MEDIA IS STRAIGHT DOWN THE MIDDLE.>>ABSOLUTELY NOT.>>IF THEY ARE NOT BUYING THAT, AND YOU ARE REPORTING X, RUSH LIMBAUGH IS SAYING Y AND YOU KNOW X IS TRUE, WE HAVE A PROBLEM, RIGHT?>>IT’S CALLED FREEDOM OF SPEECH. IT’S MESSY. THE GUY WHO HAS NO STANDARDS, HE HAS THE SAME RIGHT TO GET ON SOCIAL MEDIA WITH GREATEST WATT AGE THAN EVER BEFORE TO SAY FAKE STUFF AND HE WILL. WE HAVE TO RESPECT THAT FREEDOM. IT’S THERE. THERE IS ALWAYS STUFF SAID THAT WE DON’T LIKE AND WE DON’T AGREE WITH.>>THERE IS A DIFFERENCE BETWEEN WHAT SOMEONE DOESN’T LIKE AND SOMEONE DOESN’T AGREE WITH AND IS PLATE ABOUTLY FALSE AND MAY INCITE SOMEONE TO TAKE A RIFLE TO WASHINGTON LOOKING FOR HILARY CLINTON.>>YEAH, BUT THAT PERSON HAD PROBLEMS. WHAT I WOULD SAY, YES, THERE ARE PROBLEMS WITH FAKE NEWS, BUT THERE ARE ALSO PROBLEMS WITH MAINSTREAM MEDIA. WHAT I WORRY ABOUT, UNLESS MAINSTREAM MEDIA ADDRESSES THE ISSUES EFFECTIVELY, WE GET INTO MORE TROUBLE AS FAKE NEWS BECOMES BIGGER AND BIGGER.>>SO GENERALLY, IS IT THREATENED BECAUSE OF THESE KIND OF THINGS?>>ABSOLUTELY.>>DO YOU AGREE WITH THAT?>>WHAT IS THREATENED BY IS THAT THERE IS AN ATTITUDE OUT THERE THAT TRUTH IS RELATIVE. IT’S WHAT YOU THINK IT IS. THERE IS AN EFFORT TO MUDDY UP FACT AND TRUTH SO PEOPLE DON’T BELIEVE MAINSTREAM SOURCES. THAT’S A THREAT TO US. THE STUFF JULIA IS TALKING ABOUT, WE WERE TALKING LIKE THAT 40 YEAR AGO, NEARLY 40 YEARS AGO WHEN I FIRST GOT INTO THIS BUSINESS ABOUT THE PROBLEMS IN JOURNALISM. TO YOUR POINT ABOUT EDITORIALS, I GIVE AMERICANS CREDIT FOR BEING ABLE TO DISCERN BETWEEN THE TWO. I THINK THEY UNDERSTAND IT.>>GREAT DISCUSSION.
